Stocks higher, but volatile, after Bernanke speaks

Stocks traded higher on Friday but couldn't hang on to strong gains as investors tried to figure out what to make of comments from Federal Reserve Chairman Ben Bernanke.

Stocks had been up strongly in the morning, before Bernanke declared that the Fed is ready to take more action to help an economy that's "far from satisfactory." They briefly gave up their gains, then rebounded. At one point the Dow was up as many as 151 points.

In early afternoon trading, though, stocks were still up, though not as much. The Dow Jones industrial average was up 79 points at 13,079. The Standard & Poor's 500 index rose six points to 1,405. The Nasdaq was up 14 points to 3,062.

Investors have been watching to see whether the Fed will buy more bonds to further lower long-term interest rates, although few expected him to announce new bond-buying Friday. Bernanke said the Fed "should not rule out" new policies to improve the job market. But he stopped short of committing the Fed to any specific move.

Bernanke "was a primary reason for the markets being as volatile as they are today," said Frank Fantozzi, CEO of Planned Financial Services in Cleveland.

His comments got a more uniform reception in energy markets, which tend to rise on bullish signs for the economy. Oil prices jumped $1.56 to $96.18 per barrel on the New York Mercantile Exchange. Natural gas, heating oil, and wholesale gasoline prices all rose more than 1 percent.

Also Friday, the Commerce Department said factory orders rose 2.8 percent in July on surging demand for autos and commercial planes. However, orders for core capital goods ? a key measure of investment spending ? dropped 4 percent. That was that figure's fourth decline in five months.

Investors seemed more focused on Bernanke's comments and the overall higher factory orders, though.

Stocks rose in nine out of 10 industry groups in the S&P 500. Utility stocks declined slightly. Energy stocks had the biggest gain, up 0.8 percent.

Other shares with big moves on Friday included:

? Facebook set new lows, falling 78 cents, or 4.1 percent, to $18.31 per share. Its previous intraday low was $18.75. The stock is down nearly 52 percent from its $38 initial public offering price.

? US Airways Group Inc., up 3.3 percent after disclosing that it signed a confidentiality agreement that signals the beginning of talks with American Airlines for a possible merger.

? Zumiez fell 10 percent after the specialty sports and clothing retailer said third-quarter earnings would be lower than analysts had expected.

? Science Applications International Corp. rose 5 percent after saying it will split at the end of next year into two businesses, with one focusing on national security, engineering and health customers, and another focused on government customers.

Stocks in Europe were mixed. The German DAX and the CAC 40 in France both rose about 1 percent. The FTSE 100 in Britain fell 0.1 percent.

The dollar fell, with the euro rising to $1.256, and the Japanese Yen rising against the dollar to 78.33.

After doing so, make sure the chain is fastened to the top of the door, but if using an automatic closer make sure it is fastened to the door and jamb. Adjust it so that the door will close and latch. Caulk can be used around the outter part of the flanges, in order to seal them to the home. Once this is done, throw away all wrapping and clean the area of all extra pieces, or garbage. Iran doubles capacity at nuclear site: IAEA

The UN atomic agency said Thursday that Iran has doubled its production capacity at a tough-to-bomb nuclear facility and has "significantly hampered" its ability to inspect a suspect military site.

According to a new International Atomic Energy Agency report, as of August 18 the Fordo facility had around 2,000 uranium-enrichment centrifuges installed, compared with around 1,000 in May. Only around 700 are operating, however.

Enriched uranium can be used for peaceful purposes but also, at highly concentrated purities, for nuclear weapons. Fordo is dug into a mountain near the holy city of Qom.

Iran says its nuclear programme is for power generation and producing medical isotopes but Western nations, Israel and many others in the international community suspect its real aim is to develop the atomic bomb.

Because the IAEA has repeatedly said that it is "unable" to conclude that Iran's activities are peaceful, the UN Security Council has called on Iran to cease all uranium enrichment, imposing four rounds of sanctions.

The IAEA also wants Iran to address what it believes is evidence that until 2003, and possibly since, Tehran had a structured programme of research into nuclear weapons.

Iran has flatly rejected these claims, set out in a major IAEA report last November, and says it will only give the agency the desired access as part of a broader agreement governing its future relations with the watchdog.

In particular the IAEA wants to be able to visit the Parchin military base near Tehran where it believes Iran conducted explosives tests for nuclear warhead designs.

Western nations accuse Tehran of "sanitizing" the site to remove evidence and in the new report the IAEA says that Iran "has been conducting activities at that location that will significantly hamper the Agency's ability to conduct effective verification."

The latest in a series of meetings aimed at persuading Iran to give the IAEA access to documents, scientists and sites involved in this alleged drive to get the bomb failed last Friday.

A separate, higher-level renewed diplomatic push in talks between Iran and the "P5+1" five permanent members of the UN Security Council -- the US, China, Russia, France and Britain -- plus Germany appears stalled, meanwhile.

After their first meeting in 14 months in Istanbul in April, further talks were held in Baghdad in May and then in Moscow in June, where they were however downgraded to lower-level discussions.

Fresh talks between the P5+1 chief negotiator, EU foreign policy chief Catherine Ashton, and Iranian counterpart Saeed Jalili would happen "in the coming days," Ashton's spokesman said in Brussels on Thursday.

He did not say whether these talks would be face-to-face.

Iran's supreme leader Ayatollah Ali Khamenei said earlier Thursday that the country "is never seeking nuclear weapons."

Addressing a summit of non-aligned countries taking place in Tehran, he called the use of nuclear weapons and other weapons of mass destruction "a major and unforgiveable sin."

But he added, "we will never give up the right to peaceful nuclear energy," underlining Iran's determination to push ahead with its atomic programme.

The 2012 expert consensus statement on catheter and surgical ablation of atrial fibrillation was developed by the Heart Rhythm Society (HRS), the European Heart Rhythm Association (EHRA), a registered branch of the European Society of Cardiology (ESC), and the European Cardiac Arrhythmia Society (ECAS) and published in their respective journals: Heart Rhythm, EP Europace (1) and the Journal of Interventional Cardiovascular Electrophysiology (JICE).

Since the previous consensus document was published in 2007 catheter and surgical ablation of AF have become standard treatments and more randomised trials of ablation versus optimal drug therapy for AF have been conducted. "Significantly more data exist on techniques, success rates and complications of these new interventions, making this a more valid document compared to 2007," said Professor Karl Heinz Kuck (Germany) president-elect of EHRA and co-chair of the task force that developed the document.

He added: "Data from randomised trials clearly indicate that catheter ablation is superior to any drug treatment for recurrences of atrial fibrillation and quality of life. But the long term outcome is not as good as we thought in 2007."

Newly analysed data on the long term outcome after successful ablation of longstanding persistent atrial fibrillation, shows that just 40-50% of patients remain free of recurrent AF after 5 years.

The increase volume of data enabled the authors to calculate minimum acceptable success rates for the different types of AF for the first time. Success was defined as freedom from AF, atrial flutter (AFL) and atrial tachycardia (AT) and no antiarrhythmic drug therapy. At 12 months following the ablation procedure, the minimum acceptable success rates are 50% for paroxysmal AF, 40% for persistent AF and 30% for longstanding persistent AF. Professor Kuck said: "If patients see that their doctor or institute is not achieving these minimum success rates, they can ask what the problem is."

Also for the first time, the authors state that the maximum overall complication rate should be in the region of 4.5%. "For an invasive procedure you want to know how successful it is but you also want to know how risky is it," said Professor Kuck. "In this paper we clearly define the maximum overall complication rate so that patients can see if an institute is performing adequately."

Standards are clearly set out for the design of clinical trials. The minimum set of data that should be published is outlined, along with the endpoints and definitions that should be used. Professor Kuck said: "This should increase standardisation of trials and enable researchers, patients and organisation to compare success and complication rates more easily."

Another new feature in the 2012 document is a recommendation to perform catheter ablation in patients with paroxysmal AF and no or minimal underlying heart disease as a first line treatment. Previous recommendations said these patients should first receive an anti-arrhythmic drug and only proceed to catheter ablation if the drug failed. Professor Kuck said: "Patients with paroxysmal AF can now receive the primary treatment option straightaway, without any delay."

He concluded: "This comprehensive state of the art review of the field of catheter and surgical ablation of atrial fibrillation sets out standards for success rates, complication rates and clinical trial design. This will help patients, doctors, researchers and organisations to see which doctors and institutions are up to scratch and where improvements are needed."

"Forty-five experts from around the world representing seven different organizations have come together to develop a consensus for successful catheter and surgical ablation of atrial fibrillation. It is our hope that this guidance will help to ensure that patients seeking treatment will receive high quality care regardless of where they live and also bring us one step closer to ending pain and suffering due to heart rhythm disorders," noted Anne M. Gillis, MD, FHRS, president of Heart Rhythm Society.

Syria's Assad acknowledges struggles in civil war

BEIRUT (AP) ? In a striking admission, President Bashar Assad said in an interview broadcast Wednesday that his armed forces will need time to defeat the rebels and addressed the string of defections from his authoritarian regime.

The comments amounted to an acknowledgment that even though the opposition lacks the government's tanks and airplanes, their tenacity and tactical creativity ? combined with the military's struggle to fight on multiple fronts ? have yielded a stalemate that could prolong the civil war with many more dead.

Over the past few months, Syria's military has increasingly been stretched thin fighting on multiple fronts against rebels seeking to oust Assad. His forces have been unable to quell the rebellion as it spread to the capital, Damascus, with significant clashes that began in July and to Syria's largest city, Aleppo, a few weeks later. At the same time, the military is fighting smaller scale battles in a string of other cities and towns around the country.

With neither side making significant advances, the conflict is looking more like a war of attrition that could be very drawn out.

"We are fighting a regional and global war, so time is needed to win it," Assad said in an interview with the pro-regime private TV station Dunya. "We are moving forward. The situation is practically better but it has not been decided yet. That takes time," he told the station, which is majority owned by Rami Makhlouf, a cousin of Assad and one of Syria's wealthiest men.

"If the armed forces wanted to use the entire range of its firepower, it can wipe out many areas. But this will be unacceptable," said Assad.

Assad also appeared to make light of the significant number of defections, some of them senior military and political officials, including the prime minister.

"Defections are a positive process. Generally, it is self-cleansing of the state and the nation," said Assad. "If there is a Syrian citizen who knows of someone who wishes to flee but is hesitant to do so he should encourage him," he said with a smile. "Whoever flees is either weak or bad. A patriotic or a good person does not flee."

Assad claimed there were cases when authorities knew in advance of officials who wanted to flee and allowed them to do so unhindered. But he did not provide any specifics to back up the claim.

Taken together with his comments to a visiting Iranian official over the weekend, Assad shows willingness for an even more prolonged conflict, even with more than 20,000 estimated dead in more than 17 months of fighting.

His regime, he told the senior Iranian official, would continue the fight against the rebels "whatever the price."

Some analysts saw the interview as a counter-attack by the regime to burnish its image in the face of recent military gains by the rebels.

Analysts and rights activists say the military has been unable to defeat the rebels in large part because of the tactics of its enemy ? a rag-tag army of civilians-turned-fighters and defected soldiers without a clear chain of command.

"It is extremely difficult to stop an insurrection that has spread so widely, even with far superior firepower, as demonstrated by the U.S. experience in Iraq and Afghanistan," said Christopher Chivvis, a senior analyst with the Rand Corporation. "The task becomes even harder when there are neighboring countries that support the insurrection"

The insurgents do not have to hold territory and can take advantage of the fact that the military cannot fight as easily on multiple fronts, said Michael W. Hanna, a Middle East expert who monitors the Syrian conflict for the Century foundation in New York.

Hanna also picked up on Assad's claim that the military is holding back on using its full power.

"If the Syrian military wants to retake territory it can do so but will be forced to use disproportionate force," he said. "Such actions run the perennial risk of alienating civilians and creating new motivations for anti-government actions."

Hisham Jaber, a retired Lebanese army general who heads a Beirut-based think tank, argues that Assad's military cannot employ overwhelming force to put down the fighting in Damascus and Aleppo, the country's two largest cities with major political and economic importance.

"Assad may be ready to destroy Homs and Hama (cities in central Syria) but he cannot do that in Aleppo, for example, and does want heavy casualties among civilians," he said. "At the end, a regular army is not suited for guerrilla warfare."

Syrian activists speak of the limitations faced by the regime in using everyone in uniform. Assad's Alawite-led regime, they explain, is unable to trust military personnel from the majority Sunni Muslim sect to fight mostly Sunni rebels.

Assad is a follower of the Alawite sect, an offshoot of Shiite Islam.

Other activists speculate that Sunni pilots have been grounded out of fear they would defect with their warplanes.

On the other hand, they say the rebels are taking advantage of growing logistical and moral support from the civilian population in many areas, while the military was being increasingly seen as an oppressive force that kills with impunity.

Rights groups monitoring the violence now report the deaths of up to 250 or more Syrians on daily basis, though the figures are impossible to independently verify. The fighting has been intense enough to force hundreds of thousands to flee their homes, seeking refuge elsewhere in the country or in neighboring nations.

Assad appeared confident and relaxed in the interview and at times tried to laugh off or make light of serious issues in the conflict.

He responded with a hearty laugh when told by the interviewer about speculations and rumors about his whereabouts.

"I am here with you in Damascus in the presidential palace," he said. "They have not been able until now to instill fear in my heart or the heart of Syrians. Everyone (in Syria) is worried about the country and that's natural. "

Assad has rarely appeared in public since four of his top security officials were assassinated in a July 18 rebel bombing in Damascus.

He sought to deflect any charges of military failure, reverting to his favored rhetoric that the uprising is a conspiracy by foreign powers to weaken Syria.

"What is taking place (in Syria) is neither a revolution, nor a spring. It is a conspiracy," he said, alluding to the Arab Spring revolutions that have topped authoritarian regimes in Tunisia, Egypt, Libya and Yemen.

Assad paid tribute to his supporters at home, saying they stood steadfastly behind him, and also praised the armed forces.

But he criticized the leaders of onetime ally Turkey.

"The state of Turkey bears direct responsibility for the blood being shed in Syria."

Syrian officials routinely cite neighboring Turkey, along with Saudi Arabia and Qatar, as among the rebels' main supporters, providing them with money and weapons.

Turkish Foreign Minister Ahmet Davutoglu said on Wednesday he would press the U.N. Security Council to set up a safe haven inside Syria to protect thousands of people fleeing the violence. Turkey has long been floating the idea of a no-fly zone, or buffer zone, to protect displaced Syrians from attacks by Assad's forces, but the issue has become more pressing now the number of refugees in Turkey has exceeded 80,000 ? a number it says approaches its limits.

"We expect the U.N. to step in and protect the refugees inside Syria, and if possible, to shelter them in camps there," Davutoglu told reporters before leaving for New York to attend Thursday's high-level U.N. Security Council meeting on Syria.

On that prospect, Assad said: "Talk about safe havens does not exist and is unrealistic, even for countries that have assumed the role of a foe."

In?an interview with USA Today, LaBeouf, 26, reveals he went all Daniel Day-Lewis to prepare for a key acid-dropping scene in his upcoming crime comedy "The Necessary Death of Charlie Countryman," now in postproduction.

"There's a way to do an acid trip like "Harold & Kumar," and there's a way to be on acid," says LaBeouf. "What I know of acting, Sean Penn actually strapped up to that (electric) chair in 'Dead Man Walking.' These are the guys that I look up to."

Early Abuse Weakens Adult Response to Skin Cancer ...

Maternal maltreatment scores inversely relate to decrease in immune mRNA scores

Clearly growing up with abusive parents is no great shakes no matter how you look at it.

Early abuse has been correlated with later-life depression, stunted brain development, anxiety, alcohol abuse?and I?m just getting started.

But, even knowing how damaging early childhood abuse is, a study caught my eye that surprised me, and brought home abuse?s devastating potential in a new way.

For it seems as if early childhood abuse can weaken the body?s immune system and make it more susceptible to skin cancer, specifically?Basal cell carcinoma (BCC) is the most common type of skin cancer.

Just this past June researchers published their findings in the Archives of General Psychiatry in an article entitled ?Basal Cell Carcinoma:Stressful Life Events and the Tumor Environment.?

Researchers took a 3-pronged approach.

First they studied 91 subjects with basal cell carcinoma, and administered the Childhood Experience of Care and Abuse Questionnaire [you can see a detailed peer-reviewed article on the questionnaire ?here] which?assesses parental neglect and antipathy, physical abuse, and sexual abuse up to the age of 17. This was?o discover if the patients had experienced parental abuse, and, if so, to what extent.

As a second component to the study, the researchers then assessed patients with the Life and Events Difficult Schedule, created by Brown and Harris, which is merely (as you?d figure) a measurement of the stressfulness of various life events. to found out if they had experienced a stressful event within the previous year. (?Stressful Events? qualifiers included divorce, job loss, or death of a loved one.)

Finally they biopsied the tumors and measured the tissue levels of mRNA located on the immune cells (that sounds very hyper-scientific and fancy, but fundamentally mRNA just means?Messenger RNA, which is a form of RNA that codes for amino acids. This measurement ?indicates immune response to the BCC tumors, and it seems we can all wrap our heads around that.).

Armed with that their scales and immunology reports, the researchers looked for an interaction between parental abuse and a stressful life event in the year preceding in order to predict immune response to the BCC.

And, sure enough, the relationship existed. Let them factor out age, gender, history?of depression?even current depression?those who had had a stressful life event within the past year, if that was confounded by emotional mistreatment by a parent, they had a significantly poorer immune response to the tumors than those who ?just? got a lousy hand the year before.

They write,

?Among BCC patients who had experienced a severe life event within the past year, those who were emotionally maltreated by their mothers (P?=?.007) or fathers (P?=?.02) as children had a poorer immune response to the BCC tumor. Emotional maltreatment was unrelated to BCC immune responses among those who did not experience a severe life event. Depressive symptoms were not associated with the local tumor immune response.?

It?s a breakthrough study, because if emotional maltreatment at any early age can affect ?BCC?well, then, what cancers?can?t it effect, some much more difficult to manage to BCC?

David Spiegel, M.D., associate chair of psychiatry at Stanford University School of Medicine and a psycho-oncologist, told Psychiatric News,

?while basal cell carcinoma is a relatively benign cancer, there is increasing evidence that immune function is crucial in cancer surveillance, especially in regard to the growth of metastases.?

But as in so many studies that find fascinating answers to cleverly posed questions, we?re left here again with an unanswerd question that lies at the very base of all this work and the fascinating findings.

We have progressed light years in our treatment of cancers and our approach to tumors?but a paper like this indicates that undercutting the best of care is the patient?s early years, spent denigrated, demeaned, disheartened.

What, I?d like to pose to the?National Cancer Institute, American Cancer Society, Ohio State University Comprehensive Cancer Center, and Gilbert and Kathryn Mitchell Endowment, who so generously study, what do we do now, knowing how damaging early maltreatment is?

We don?t need a medicine or a charm or a drug company working over-time to develop something new; we need a systemic change in how parents treat their children, and how we as a society put up with those adults who mis-treat their children.

Is it possible that all the billions of dollars poured into cancer research each year will never achieve all we hope for?because, at the core of the family unit, there is a dissolution that precludes future health?

And, if so, who will put up the funding, and who will dedicate their lives to the research, to making childhood a safe and protected place for our children to inhabit?saving them from multiple diseases down the road, and improving their immunity enough so that they?ll have a fair fight, should cancer beckon them under its devastating wing?

Obama Approval Rating Hits 50 Percent In ABC ... - Business Insider

Though two weekend polls showed mixed results for the president,?Barack Obama reached an important mark in both an?ABC/Washington Post poll?released Sunday night and a?CNN poll?released Friday. His approval rating hit 50 percent in both of them.?

The 50-percent threshold is generally considered the point at which incumbents are safely re-elected.?It's the first time that Obama has hit the mark in the?ABC/Post?poll since April, and he briefly fell down to 46 percent in that time span.

Obama's job approval on specific issues paints a little less rosy picture, however. He's stuck at a 44 percent approval rating on the economy in the ABC/Post poll, though that's up from just 42 percent in May. And in the CNN poll, he's trailing presumptive Republican?Mitt Romney?by a 7-point gap on which candidate would best handle the economy.

By a 13-point margin, Romney also handily beats Obama on the issue of tackling the deficit. The economy and deficit are almost always ranked Nos. 1 and 2 on voter importance.?

Nevertheless, the 50-percent approval mark?is a significant one, as Gallup managing editor Jeffrey M. Jones explained recently:

The 50% approval mark is significant because post-World War II incumbent presidents who have been above 50% job approval on Election Day were easily re-elected.?Presidents with approval ratings below 50% have more uncertain re-election prospects. Historically, two presidents below 50% in their final approval rating before the election -- George W. Bush and Harry Truman -- won, and three, Gerald?Ford, Jimmy Carter, and George H.W. Bush, lost.

Thousands flee Waziristan in fear of military sweep

Thousands of people have fled one of Pakistan's troubled northwestern tribal districts in recent days, fearing a military offensive against Islamist militants, locals and officials said.

Panicked residents have hastily left the area of North Waziristan despite officials repeatedly insisting that Pakistan has no immediate plan to launch an offensive in the volatile region, they added.

North Waziristan, one of Pakistan's seven tribal districts and riddled with militancy, is considered a stronghold of the Afghan Taliban and Al-Qaeda operatives.

Although Pakistan has fought Taliban militants across much of the region it has so far withstood American pressure to move against the Al-Qaeda-linked Haqqani network in North Waziristan.

"Thousands of people have so far left the area, they are fleeing their homes due to the fear and rumours of a military operation," Saif-Ur Rehman, a government official in the main town of Miranshah, told AFP.

Tasleem Khan, another government official confirmed the evacuation.

Mian Iftikhar Hussain, information minister for Khyber-Pakhtunkhwa province, which borders North Waziristan, told AFP that thousands of people have reached several districts in his area.

Rumours started early this week after a spokesman for the Pakistani Taliban told local media that it had received "an exclusive intelligence report" about an offensive in North Waziristan.

In an email sent to media, Tehreek-e-Taliban Pakistan spokesman Ehsanullah Ehsan said the campaign was to be launched on August 26 and would last one month.

Government and military officials have taken to local radio, asking people to remain calm.

"This is a peaceful area with a peaceful atmosphere. The government has no plan to launch any military operation here," a radio announcement heard by local residents said.

On Saturday, some 2000 tribal elders and religious leaders warned the government to not to launch any offensive and threatened to move to Afghanistan "in case of any military operation".

"We will migrate to Afghanistan, if Pakistan launches any military operation," Maulvi Abdur Rehman, a religious leader who presided over the tribal Jirga said.

The Jirga held in Mirali Town of North Waziristan also requested residents to stay at home.

An AFP reporter in the area witnessed people fleeing their homes in vehicles.

Washington has long demanded that Pakistan take action against the Haqqanis, whom the United States accused of attacking the US embassy in Kabul last September and of acting like the "veritable arm" of Pakistani intelligence.

Pakistan has in turn demanded that Afghan and US forces do more to stop Pakistani Taliban crossing the Afghan border to launch attacks on its forces.

Canada's leaders slammed over drug shortages

Canada needs a national approach to managing its supply of medicines, starting with a mandatory reporting system for drug shortages, two leading professional journals have urged.

Compared with the more decisive action taken by other nations, Canada has demonstrated a lack of preparedness for - and ability to cope with - the recent "unprecedented" levels of shortages, particularly of antiepileptic, chemotherapy, antibiotic and anaesthetic agents, says an editorial published jointly in the Canadian Medical Association Journal (CMAJ) and the Canadian Pharmacists Journal (CPJ).

These shortages result in poorer health, with consequences such as worsening of medical conditions, negative reactions to substitute drugs, cancellation of surgeries and procedures, and increased costs to patients and the health care system, say authors Dr Matthew Standbrook, deputy editor of the CMAJ, and Rosemary Killeen, editor-in-chief of the CPJ.


"This situation will not improve in the foreseeable future without major changes in how Canadian governments - federal, provincial and territorial - respond to it," they warn, and go on to ask: "if governments do not start showing leadership on this issue, who will act in the interest of Canadian patients?"

While Europe and the US require drugmakers to inform governments in advance of possible drug shortages, Canada is relying on industry to establish a voluntary reporting system. But a mandatory reporting system for impending shortages should be created and maintained, so that healthcare stakeholders at all levels have adequate and timely information with which to make decisions, the authors urge.

"Canada cannot cope adequately with a problem of this scope with 14 regional health systems operating independently - federal involvement in this issue is unavailable," they say, and suggest that, with national leadership to manage the issue, Canada could take other steps to minimise the effects of shortages, including:

- expanding the national pharmaceutical stockpile;

- mandating that there must be at least two or more suppliers for essential drugs; and?

- establishing a system to share supplies across the country and to restock quickly from international supplies if there is a shortage.

They also point out that while regulatory authority for drugs belongs to Health Canada, the agency has "only belatedly" started to inform the public about drug shortages and to expedite approval of alternate suppliers of products that have been in short supply.

Moreover, the authors suggest, delays at Health Canada in approving new drugs and production process improvements for existing drugs have likely exacerbated the shortages.

"The people of Canada deserve greater responsiveness and action from their elected officials to safeguard the supply of some of the most critical components of health care delivery," write Dr Standbrook and Ms Killeen.

"It is ridiculous and intolerable that a wealthy, developed nation like Canada cannot reliably provide medicines to its people," they add.

- The "unnecessary" length of Canada's review and approval process for new cancer drugs was strongly criticised last month in a report by the Fraser Institute, a Canadian free-market policy think tank.

Of the 33 oncology drugs slated for market approval between 2003 and 2011, 30 were approved in the US, 26 in the European Union (EU) and just 24 in Canada, it says. And Health Canada took longer to approve every new cancer drug (apart from one) than the US Food and Drug Administration (FDA), where the median review time was 182 days compared to 356 days in Canada.

Moreover, by the end of March 2012, almost 60% of these 24 approved drugs were not covered under public drug plans in any Canadian province, says the Institute.

Romney energy plan can rescue economy in first term

Gov. Mitt Romney unveiled his six-point energy plan before an admiring audience in New Mexico Wednesday evening, presenting a preferable return to reality and a stark contrast to the ?Anything But Oil and Gas? Obama fantasy?which doubled the price of fuel and food, by blowing billions of dollars on a growing string of failed ?green energy? start-ups, blocking the Keystone XL pipeline, and diverting 40% of the nations corn crop for [meaningless] ethanol production.

And, we are still?if not more?dependent on increasingly expensive foreign oil.

Romney?s slimmed-down six-point plan, previewed to reporters Wednesday evening, revolves around increasing domestic oil and gas production in order to spur job growth, while reducing red tape and streamlining federal regulations he argues hinder growth.

On the list was increased offshore drilling along the continental shelf, reducing wait times for drilling permits on federally controlled lands, and completing the Keystone XL pipeline?which Romney has long called ?a no brainer,? according to Chris Laible?s FOXNews article yesterday.

The press brief indicated that the increased oil and gas production would create 3 million new jobs, with 1 million of them in the manufacturing sector, and adding upwards of $500 billion to the U.S. Gross Domestic Product (GDP).

Municipalities and states tax revenues would increase by up to $1 trillion over 10 years.

Romney enthusiastically stated?

That?s more good wages ?. an opportunity for more Americans to have a bright and prosperous future.

Romney described the path to America?s energy independence by identifying production above the current 15 million barrels per day, including 2 million barrels from off shore drilling, another 2 million from horizontal drilling and ?fracking,? the equivalent of 2 million barrels in natural gas and 1 million barrels of bio diesel.

Romney concluded?

The net of all this, as you can see, is by 2020, we?re able to produce somewhere between 23 and 28 million barrels per day of oil and we won?t need to buy any oil from the Middle East or Venezuela or anywhere else that we don?t want to.

A key criticism was the 307 day waiting period for companies to get permit approvals for oil and gas exploration and drilling on federal lands, which was ?forever? compared to 10 days in North Dakota and 27 days in Colorado for state land permits.

Romney also observed that the president?s policies have favored renewable energy, at the expense of carbon based energy?

Sometimes I have the impression that the whole regulatory attitude of the administration is trying to stop oil and gas and coal ? instead they want to get those things so expensive and so rare that wind and solar become highly cost effective and efficient.

In fact, President Obama and DOE Secretary Chu are both on record as basically declaring war on the fossil fuel industry, which is buttressed by the secret video of disgraced, former EPA Regional Administrator [Obama appointee], Alfredo Armendariz who, while directing a meeting with staff, describing his enforcement protocol expectations?to be like Roman ?crucifixions.?

Predictably, the Obama campaign had a ?canned? response, delivered though spokesperson Lis Smith, who said

Romney wants to keep giving billions of dollars in tax subsidies to the big oil and gas companies and recklessly open new areas for drilling, but turn our back on increasing energy efficiency and developing our clean, homegrown energy sources. That?s not a recipe for energy independence?it would only ensure that big oil?s profits continue to increase while we cede our clean energy sector, which is supporting jobs in states like Michigan, Ohio, and Iowa, to China.

True to form, the Obama campaign rhetoric has no substance in fact.

First, as to Ms. Smith?s claim that the plan continues ?billions of dollars in tax subsidies to big oil and gas companies,? and ?ensures big oil profits,? Alan Jeffers, spokesman for ExxonMobil, cleared up that misconception in an earlier article on this subject.

He pointing to the documented [SEC filings] fact that ExxonMobil, the worlds largest oil and gas company, paid $12.3 billion in federal, state, sales, property, and excise taxes in the United States in 2011?as part of the $108.1 billion in total worldwide taxes?up from $89.2 billion in 2010, while generating just $9.6 billion in after-tax profits for shareholders.

Jeffers rightfully challenged such ignorant claims by [rhetorically] asking?

So the U.S. government gets a bigger slice from us than our shareholders do ? How can [you] possibly say we?re not paying our fair share when our tax bill is bigger than our profits?

Second, the plans for drilling in these new areas, which will include ANWR, are anything but ?reckless,? as oil and gas companies actually risk their own capital in such endeavors?in stark contrast to the truly ?reckless? Obama DOE green company ?investments,? resulting in lost billions for the 53% of Americans who actually pay income taxes?like these companies.

Finally, their is no ?clean energy sector? without hundreds of millions of dollars in taxpayer subsidies?the only reason China even entered this market is because they could manufacture the equipment cheaper, allowing them to get their ?fair share? of U.S. taxpayer [government] money.

Another painful fact Democrats will face in November, is that the billions spent on these taxpayer-funded ?green energy? jobs still have not budged the unemployment rate one iota, since Barack Obama took his seat in the Oval Office?nearly four years ago.
