T-Mobile Blackout Dates Suggest September 20th iPhone 5S Release Date

According to TmoNews, T-Mobile is planning on vacation blackout dates for September 20th through September 22nd. Of course, we?re expecting Apple will announce new iPhones on Tuesday, September 10th. Using Apple?s iPhone release history, we?ve triangulated that same Friday, September 20th as a likely iPhone 5S release date.

iPhone 5S release date

Samsung is preparing to announce the Note III in early September, so a release date in that same window as the rumored blackout seems plausible. Samsung has had a good amount of success with the Note, but it?s hard to fathom that it would be the cause for an employee vacation blackout. Carriers have in the past blocked vacation request during an iPhone launch. Imagine a launch with two iPhones, that would require an all hands on deck scenario for T-Mobile and others.

The iPhone 3GS, iPhone 4S and iPhone 5 all had Friday release dates. On this week?s edition of the everythingiCafe podcast, Marianne Schultz suggests the decision to go with Friday releases could be to make it convenient for people to get time off and who doesn?t enjoy a three-day weekend.

Our expectations are that Apple will announce the iPhone 5S and iPhone 5C. The iPhone 5S will replace the iPhone 5, with the older model possibly getting phased out. Apple could position it at the $99 price point, but that seems unlikely. While this year?s model will certainly see improvements in speed, optics and a might include a fingerprint scanner, leaving the iPhone 5 in the lineup could cause a fair amount of competition for these new devices. You?d see customers making the jump to from the iPhone 5C and down from the iPhone 5S.

This latest news is just one more reason to circle September 20th on your calendar. Once we get final confirmation, likely no earlier than on the 10th, we?ll of course pass it along.

Skype is working on 3D video call capability, is held back by current technology's limitations

In an interview with the BBC (which has canned making its own 3D content), Skype's VP Mark Gillett says that the Microsoft VoIP service has been working on developing 3D calls. Don't expect the capability to arrive soon, however, as Gillet soon added that it could be years before the tech gets to Skype users. "we've done work in the labs looking at the capability of 3D screens and 3D capture... we've seen a lot of progress... but the capture devices are not yet there."

"We have it in the lab, we know how to make it work", he added, saying that the company was looking into the device ecosystem and the capability to support the feature before it ever made it to a consumer launch. Also, if you liked the sound of full HD video, expect it to hit tablets and other laptops before it reaches your smartphone. The VP explained that due to the higher-level processing it entailed, it was looking into those platforms first.

Eric Bana talks 'Closed Circuit': We planted Snowden, he's in our Russian holding cell now

By Brent Lang

LOS ANGELES (TheWrap.com) - "Closed Circuit," the story of a high-profile terrorist bomber case, draws on the legacy of 1970s political thrillers like "The Parallax View" and "Three Days of a Condor" to create a film that feels very much of the moment.

The political and social events that fed paranoia about bureaucratic malfeasance in that decade - the Pentagon Papers and Vietnam - have changed, giving way to things like Wikileaks or Edward Snowden. Yet the anxiety remains, and gives the low-budget thriller opening Wednesday a weightiness beyond its conventional story of two lawyers caught in a vast government conspiracy.

"We worked with Julian Assange, we planted Snowden, he's in our holding cell in Russia right now," Eric Bana joked to TheWrap.

However, the "Closed Circuit" actor and co-star Rebecca Hall both acknowledged that though their film was conceived and shot in advance of Snowden's decision to leak information to the Guardian about government surveillance, the revelations have made their story more topical.

"I don't think a film or any piece of art work is any good if it answers all the questions, because then it's just propaganda," Hall said. "It's didactic. Any relevant piece of art raises more questions and that's what I think we're doing with this film. I don't think you come out of it with a message, per se, about 'This is what should or shouldn't be happening.' It's just raising the various issues."

Audiences won't find any explicit parallels with the NSA leaker or the U.S. government's efforts to extradite him from Russia. Instead, it's an examination of a part of English jurisprudence involving "closed session" cases, where evidence relating to issues of national security is kept confidential from a defendant.

Director James Crowley vividly remembers that he was enmeshed in editing the film when news of Snowden's revelations hit. Although he found the debate it stirred fascinating, he was dumbfounded when the film's backers Focus Features told him that the Snowden case would give "Closed Circuit" added resonance.

"I just wasn't looking at it like that," Crowley said. "I thought this was a film set in England and an attempt to engage with this democracy, but the more I've read about the Snowden case and the issues that it brings up - it's right at the core of what this film is about. It's looking at increased power in the government and does that lead to increased wrongdoing when a part of democracy feels it is above the law."

It may have a ripped-from-the-headlines feel, but even the filmmakers and stars admit that an adult thriller like "Closed Circuit" faces an uphill battle opening in a summer dominated by superhero movies and cartoons.

"It's a lot harder for a film like this to get made than it was ten years ago," Bana said. "If it's going to keep its head above water in the marketplace, we're going to be reliant on word-of-mouth."

Getting the film made might not have been possible, Crowley said, had it not been for Focus' success with another distinctly English thriller - 2011's "Tinker, Tailor, Soldier, Spy," which was densely plotted but nevertheless racked up more than $80 million worldwide.

It also required being economical. Despite a cast that includes Bana, Hall and Oscar-winner Jim Broadbent, the film only cost $19 million to shoot. However, Crowley said he thought the leaner budget actually helped the film, and noted that because his previous films like "Boy A" were all shot for under $4 million, he felt like he was working on a "Michael Bay film."

"Some of the later incarnations of thrillers, like 'The Interpreter,' felt a bit bloated to me," Crowley said. "They were costing huge amounts of money and the effects were a bit clunky. When they're made for less money, you are forced to focus on the characters and on the situations and the inevitable thrills and spills that creep into things like that."

After a summer where big budgets have not always equaled big box office, Crowley said he was hopeful that the recent collapse of tentpole films like "White House Down" and "Pacific Rim" might lead to a paradigm shift. Moreover, films like "The Conjuring," which consciously evoke an earlier and more character-driven era of moviemaking, have scored.

"Thrillers used to be a mainstream genre, but we lost our nerve about it," Crowley said. "I hope things change because these are very challenging times and there are some amazing things happening ethically. They're the things that need addressing in our movies right now, not 'White House Down.'"

Autocrats, super-tweeps and Twitter?s overnight tribes

Why people who seek to use Twitter as a measure of popularity, legitimacy or credibility should begin by blocking their fake followers.

Twitter is regularly referred to as the tool that helped mobilise the masses in protest against autocrats during the Arab Awakening. Now, it seems the autocrats are fighting back on the social media site, attempting to use large numbers of followers to demonstrate their popularity and legitimacy.

The ruler of Dubai, Sheikh Mohamed bin Rashid al-Maktoum, recently celebrated gaining his 2 millionth follower. Gulf News lauded the achievement, describing Sheikh Mohamed as one of the world?s most followed leaders, and citing his discussion of humanitarian and charitable activities as the reason behind his popularity.

The question is: can we trust a large following on Twitter as a measure of popularity, legitimacy or credibility without checking whether a large number of followers equates to real people? If followers are seen by some as an endorsement of the account holder we need to consider and expose those who manipulate social media to influence thinking, for example, about a region undergoing dramatic change.

An Australian politician, Tony Abbott, hit the headlines earlier this year having being accused of buying followers on Twitter. It came after his account jumped from 157,000 to 198,000 in one evening. It is easy to see why a politician may seek to artificially boost his or her social media profile by making use of companies selling Twitter followers.

It is even easier to see why an unelected leader, such as Sheikh Mohamed, may seek to use social media as a way of proving his popularity, given that he never subjects his rule to the scrutiny of the population through elections. Status People, an online tool that claims to be able to calculate how many fake and inactive followers a Twitter account has, says that fewer than 50% of Sheikh Mohamed?s 2 million followers are ?real?.

Sheikh Mohamed is not alone in being plagued by large numbers of fake followers: Status People say just 45% of David Cameron?s 400,000 followers and 36% of Cristina Fernandez?s 2 million followers are real. Another point that should raise suspicion is a large number of followers from a seemingly bizarre location. For example, Twtrland, a site that profiles Twitter accounts, has recently shown that 3.6% of Dubai?s Chief of Police?s 500,000 followers hail from the tiny country of Andorra. If true, this would mean 1 in 5 of Andorra?s 86,000 Catalan-speaking population is following the Arabic-tweeting Dhahi Khalfan.

Status People and Twtrland are the latest in a raft of online tools claiming to be able to analyse a Twitter following. Social Bakers and Twitter Audit provide similar services, allowing people to check whether a popular social media account is a credible one. A fake follower is defined by Social Bakers as being one that has a following to followers ratio of at least 50:1 or where 30% or more of all tweets include spam phrases. An inactive or abandoned account is defined as one that has posted fewer than 3 tweets or where the last tweet was posted more than 90 days ago.

The methodologies employed are restricted, with Social Bakers saying there is a 10-15% margin of error and Status People suggesting their tool is most effective for accounts with fewer than 100,000 followers. Yet, even with the limitations of these tools, there is cause for concern: Chris Atkins? recent film, Celebs, Brands and Fake Fans, exposed the ?click farms? where poorly paid workers manipulate Facebook likes, YouTube views and Twitter followers for clients seeking a social media boost. Taken together, there is enough of a picture to doubt the authenticity of a large Twitter following.

It may be impossible to avoid attracting large numbers of fake followers for a popular Twitter account; however, it becomes a serious issue when people seek to use a large following as an indicator of popularity or legitimacy. The emergence of the ?super-tweep?, a person famous for their use of Twitter, has given rise to a wave of seemingly credible commentators on a range of issues.

Sultan al-Qassemi, an Emirati commentator on Arab affairs, and a member of the ruling family of Sharjah, recently featured in Foreign Policy?s Twitterati: a list of the ?who?s who of the Foreign Policy Twitterverse?. Al-Qassemi was invited this July to Stanford University?s Center on Democracy, Development and the Rule of Law as a Draper Hills Summer Fellow and is described by them as commanding ?upwards of a quarter million Twitter followers?.

Of al-Qassemi?s 246,239 followers Status People say only 36% are real, while Twitter Audit puts the figure at 44%; this leaves al-Qassemi with between 88,650-108,000 ?real followers?. Twtrland show al-Qassemi?s retweet statistics as being 1048 per 100 tweets. Comparatively, the Guardian?s Glenn Greenwald, who has 248,824 followers, receives 6610 retweets per 100 tweets. Now, perhaps Greenwald?s tweets are simply more appealing to his followers but, crucially, Twitter Audit says 82% of his followers are ?real?.

Clearly, every account on Twitter can attract fake followers. The emergence of the ?bot?, a computerised account, has led to a swarm of spam followers plaguing the vast proportion of users. Social Bakers? guidance suggests that when an account possesses 50% or more fake followers then action should be taken. Twitter must develop a more effective way to identify and remove fake accounts. But they are not alone.

For those who seek to use Twitter as a measure of popularity, legitimacy or credibility there is only one answer: block the fake followers. Tools such as Followers Be Gone, Block Fakes and Social Bakers all provide services in ridding an account of fake followers. Another option is to contact Twitter and ask that they block all fake accounts.

The point here is that a large number of Twitter followers should never be used to plug a legitimacy vacuum, or to provide an influential career in the media or elsewhere solely on the grounds of a supposedly popular social media account.

As in the case of Tony Abbott, it is impossible to know whether someone has bought followers given that any individual can buy them for any account and it is plausible that a strategically astute individual could buy followers for an opponent with the aim of discrediting their Twitter account. Equally, it is impossible to determine if real followers are supporters or opponents given the absence of endorsement on Twitter. It is clear that a large following on Twitter cannot be used as a measure of popularity or credibility, which is only amplified when a significant number of followers are fake accounts.

Twitter will continue to be a vital tool for those seeking to challenge authoritarian rule in repressive states, providing a veil of anonymity for activists who fear reprisals. Yet, while dictators are increasingly able to use sophisticated software in removing the anonymity of social media accounts they will never be able to fully co-opt the site for their means. The evolving tools monitoring fake social media accounts ensure that it is possible to expose an authoritarian ruler?s crude attempts to use Twitter as a substitute for elections. For the super-tweeps who become famed commentators it is incumbent upon them to ensure that their account is rid of fake followers or risk facing persistent questions about their credibility

Colorado's Insurance Commissioner Braces For Bumps In The Road ...

Colorado, which is preparing for the Oct. 1 launch of its new online insurance marketplace, expects bumps in the road as residents start enrolling in new health coverage options created by the Affordable Care Act.

?We?re going to have 500,000 new customers,? said Marguerite Salazar, the state?s new insurance commissioner, during an Aug. 19 interview ? her second day on the job. ?Just think of how many possibilities there are for things to go wrong there.?

She has great faith in the staff she?s now leading at Colorado?s Division of Insurance, she said, but is realistic about the big changes that are coming.

?We know it?s not going to be just a completely smooth transition as people who have never had insurance buy it and try to figure out how to use it. ? Also, insurance companies, which are not used to dealing with people who are previously uninsured, are going to find themselves having different issues with their customers. The Division of insurance is going to step up to make sure we can help both sides,? Salazar said.

It remains to be seen whether 500,000 Coloradans will actually heed the health law?s requirement that most people have insurance in 2014. The CEO of the state exchange is estimating closer to 200,000 enrollees in its first year. Still, the state has a relatively well-funded outreach and enrollment campaign because it?s one of 17 states that agreed to set up its own health insurance exchange. Those states have received substantial federal funding for public education, and Colorado?s effort is getting support from private foundations as well.

Skeptics, like Rep. Doug Lamborn, R-Colo., doubt the law will roll out as planned.

?This thing is now heading for a train wreck,? he told hundreds of constituents at a town hall meeting in mid-August. He cited the Obama administration?s July order delaying the ACA?s employer mandate as evidence the implementation of the law is foundering.

But Salazar is confident that Colorado will at least have a functioning exchange by the October deadline. She kept a close eye on the process in the job she just left, as regional director for the U.S.?Department of Health and Human Services.

?When I was at the federal level, I would see across the country which states are in trouble,? she said, ?Colorado is not one of them.?

Which states are in trouble?

?I can?t remember,? she said with a laugh.

If all 500,000 of Colorado?s estimated 800,000 uninsured actually buy coverage through the state?s exchange in 2014, that will represent about a 20 percent increase in the number of individual health plans Salazar?s agency will oversee. It currently regulates plans for about 2.26 million Coloradans in the state?s individual and small group markets.

?No, we don?t have a lot of extra money,? to handle the increased workload, Salazar said. ?But I think that we?ve got tremendous resources.?

Salazar emphasized that she thinks her agency is up to the job of protecting consumers in 2014.

?As I?ve gone around and started talking to different staff here, I?ve been very impressed with the talent,? she said.

Correction: An earlier version of this story misidentified Marguerite Salazar?s earlier job. She worked for HHS, not CMS.?

Wanted in Canada, white supremacist from Vancouver seeks to turn North Dakota town into a neo-Nazi enclave

A former Vancouver resident who is wanted in Canada for hate crimes has alarmed residents of a North Dakota community with his plans to turn the area into a haven for white supremacists.

Craig Paul Cobb has purchased 12 lots in Leith, N.D., over the past two years and hopes to buy more there and in neighbouring towns as his finances allow. He?s encouraging like-minded ?white nationalists? to move to the area and do the same.

?I?ve always had the Little Europe concept in mind,? said Cobb during a telephone interview Monday.

Cobb, 62, was arrested in June 2010 for allegedly promoting hatred through his website Podblanc. He was released from custody and fled Canada before he was charged in December 2010 with wilful promotion of hatred. Cobb holds dual citizenship in Canada and the U.S.

Authorities in B.C. are aware of Cobb?s activities and location, and are in regular contact with U.S. law enforcement, but Cobb cannot be extradited. Extradition is allowed only for offences alleged as crimes in both jurisdictions, and there is no charge similar to wilful promotion of hatred in the U.S.

Grant County Sheriff Steve Bay said his office knows about Cobb and has increased patrols in Leith since Cobb?s plans came to light. Beyond keeping an eye on the situation, there?s nothing he can do because Cobb hasn?t broken any laws.

?There has been a tremendous amount of concern,? Bay said Monday, noting that his phone was ringing off the hook last week with calls from Leith residents. ?They were worried that he was going to take over the local city government or start a community of like people ... There?s no doubt about it, that?s still his intent.?

In a May 2012 posting on the Vanguard News Network forum, Cobb said Leith is a town that ?we can politically control post haste.?

He advised that potential residents should commit to flying at least one racialist banner (such as a Nazi flag) 24 hours a day, try to import ?more responsible, radical, hard-core white nationalists? and register as a legal resident of Leith so they can vote in local elections and elect like-minded people.

Cobb said Monday that, to some extent, he?s still deciding how the community would look. A racial history theme park and museum, private parks dedicated to racist icons such as Adolf Hitler, a prison for ?white-hating lefty Bolsheviks,? a bar and Western-style storefronts have been floated as ideas.

Drawing on a suggestion from someone in an online forum, Cobb said the new community could be called ?Cobbsville.?

The notion of ?Cobbsville? or an all-white territory is not new, said Alan Dutton of the Vancouver-based Canadian Anti-racism Education and Research Society.

?It?s been tried before, but I hope it fails,? he said. ?It?s something we should abhor. It?s ridiculous of him to try to set up an all-white town.?

There is likely little town officials can do at this point because the sales were private transactions, said Dutton. But authorities should keep an eye on Cobb should he begin promoting racism openly, he noted.

While Cobb should be brought to justice on the hate charges in Canada, Dutton said, he will also be glad to see the last of him.

?The further away Craig Cobb moves ... from Canada, the better for everybody.?

Although he was fired from his job with a paving company last week, Cobb said he?s planning to stay in Leith and continue encouraging ?armchair activists? to move to the area.

Bay described Leith (population 19) and Grant County as rural, farming communities and said he?s not convinced Cobb will be successful in setting up a racist enclave.

?I just don?t believe it?s going to happen, especially now that the word is out,? Bay said.

Even though the Canada-wide warrant for Cobb?s arrest remains in effect, and if he is discovered in Canada he will be arrested, Cobb said he has crossed the border on more than one occasion. He expressed love for his country and at the same time lamented how ?intolerant? Canada has become.

?I?m still a Canadian. You guys don?t make me feel like it, but I still am,? he said. ?I miss Canada ? I wish there were a national movement to let Craig Cobb come home.?

Hearing Begins for Naval Academy Football Players

WASHINGTON (AP) - A hearing has begun to determine whether three former U.S. Naval Academy football players will face a court-martial on charges that they sexually assaulted a female midshipman.

Midshipmen Tra'ves Bush, Eric Graham and Josh Tate appeared Monday at an Article 32 hearing at the Washington Navy Yard. The hearing resembles a civilian grand jury hearing.

The former football players are accused of making false statements and sexually assaulting the woman at a house in Annapolis, Md., in 2012.

Lt. Cmdr. Angela Tang, an attorney for Graham, noted the case's high profile in the debate over military sexual misconduct and asked if media reports could have influenced the investigating officer's opinion.

Cmdr. Robert Monahan Jr., the investigating officer, says he will treat this case as he treats any case, relying on his legal experience.

Japan economics minister: No instructions from PM Abe to mull corporate tax cut

TOKYO | Tue Aug 27, 2013 2:56am BST

TOKYO (Reuters) - Japanese Economics Minister Akira Amari said on Tuesday that Prime Minister Shinzo Abe has given no instructions to mull a cut in the country's corporate tax.

Amari made the remark at a news conference after a regular cabinet meeting.

Government officials have said cutting Japan's corporate tax may be among options Abe's administration may consider to ease the pain from an expected hike in the sales tax starting next year.

The Nikkei business daily reported on Tuesday that Abe, currently on tour of the Middle East, said he wanted discussions to be made based on the need to beat deflation and revive the economy.

Show Us Your Best DIY Fix

It should come as no surprise, but here at Lifehacker, we're a little into the whole DIY thing. DIY fixes can be about saving money, trying to make something better, or just wanting to get in there and get your hands dirty. We'd like to see what you've done.

So, why DIY when you could just pay somebody to DIFY (do it for you?it's totally a thing we just made up)? Well, you could go about making a cost/benefit analysis to determine whether you're better off spending that hour fixing your sink or just working to cover the cost of a plumber. But, that would be really boring and DIY has hidden benefits that don't have anything to do with the money. We've covered which home improvements you are good bets for DIY and which car repairs you could really be doing yourself.

But for now, we'd like to see your DIY fixes. Your best, your worst, your most recent, or anything you happen to have pictures of. Post your pics below!

US faces mid-October deadline to raise debt limit

WASHINGTON ? The United States is set to run out of borrowing authority in mid-October, leaving the government at a high risk of not being able to pay for Social Security checks, military salaries and other operations, the Obama administration said Monday.

The announcement, which comes at the early end of what many in Washington were anticipating, creates a new crisis point in the nation's protracted fight over the size and role of government.

Republicans are demanding significant new spending cuts in exchange for increasing the nation's $16.7 trillion debt limit, with some GOP lawmakers insisting on a delay or the scrapping of President Barack Obama's signature health-care law.

Obama, meanwhile, says he will not negotiate on the debt limit, the government's legal cap on borrowing.

With the two sides far apart, there is no clear path to resolving the differences. Not raising the limit would ultimately lead to a default, undermining the nation's credit.

The Obama administration on Monday did not indicate the date that such a default might occur. Rather, it said that it expects to have only $50 billion in cash on hand in mid-October, with no ability to borrow more.

That amount would not cover the nation's spending for long, Treasury Secretary Jack Lew said in a letter to congressional leaders.

He added that if the debt limit is not raised, investors who own trillions of dollars in U.S. government bonds could begin to refuse to lend money to the nation.

"Such a scenario could undermine financial markets and result in significant disruptions to our economy," Lew said.

Steve Bell, economic policy director at the Bipartisan Policy Center, said lawmakers should not take comfort in the $50 billion the Treasury will have once it runs out of borrowing authority.

The amount of money coming in and out of federal coffers fluctuates wildly, he said, adding that the $50 billion might last only three or four days.

"We think the $50 billion cash balance indicates that Lew is right to raise the borrowing authority before mid-October," Bell said. "People may think it's a big number, but these intergovernmental transfers that are paid every month to Social Security and Medicare are as big as $30 billion in one day."

The U.S. government formally hit the ceiling on what it could borrow in May. Since then, Treasury has deployed a variety of accounting techniques to continue to borrow. In addition, a sharp decline in spending this year and repayments from bailed-out mortgage finance giants Fannie Mae and Freddie Mac eased the need for the government to rely on debt.

Now, Congress must raise the debt limit sooner than many expected ? and it's not the only deadline fast approaching.

Separately, the White House and Congress face a deadline at the end of next month to renew regular funding for government operations ? or risk a shutdown. In a shutdown, many agencies would close but "essential" functions, such as Social Security and Medicare payments, would continue.

Congress is in session for only nine days in September, leading to expectations that lawmakers may pass a budget measure to fund the government for a few weeks or months.

But there's no guarantee ? mainly because of partisan disagreement about whether to continue the automatic spending cuts known as the sequester that are slicing defense and domestic agency budgets.

Republicans favor restoring funding to the Pentagon while cutting domestic programs even more deeply. But Democrats want to roll back the automatic defense and non-defense cuts ? in part through alternative spending reductions and tax increases on the wealthy.

Although Democrats say they are happy to debate how to fund the government, they add that they won't negotiate over the separate issue of the debt ceiling.

Rep. Chris Van Hollen, Md., the ranking Democrat on the House Budget Committee, said Republicans ought not put the nation's creditworthiness at risk by demanding concessions in return for raising the debt limit.

"I don't think the American public is going to stand for playing with what remains an economic weapon," he said. "Playing around the debt ceiling will create unnecessary economic harm."

But House Republicans on Monday linked the two debates. They said they will insist that any increase in the debt limit be offset dollar for dollar by other spending cuts or cost-saving changes to federal programs ? a principle established by House Speaker John Boehner, R-Ohio, two years ago.

"The debt limit remains a reminder that, under President Obama, Washington has failed to deal seriously with America's debt and deficit," Boehner spokesman Michael Steel said.

The White House and Republicans have been fighting over the debt since 2010 ? a series of debates that have linked questions about taxes and spending to the bigger issue of whether to raise the limit.

In the summer of 2011, such clashes led the government to come within days of a default before an agreement was reached to increase the debt ceiling through the beginning of 2013. Many economists say that episode led to uncertainty that harmed the economy.

At the start of this year, Republicans agreed to suspend the debt limit for several months while they crafted a broader fiscal strategy. Republicans are continuing to draft that playbook, with ideas centering around changes to entitlements, among other issues.

On Monday, the White House reiterated that although it will negotiate over the budget, the debt ceiling must be handled separately.

"We have never defaulted, and we must never default," press secretary Jay Carney said. "That is our position, 100 percent, full stop."

Zimmerman lawyer to ask Florida to pay up to $300,000 in legal costs: report

(Reuters) - George Zimmerman, whose acquittal in the shooting death of unarmed teenager Trayvon Martin sparked protests across the United States, will ask Florida to pay up to $300,000 of his legal expenses, his attorney told the Orlando Sentinel on Monday.

Zimmerman will rely on state law that allows a defendant who has been found not guilty to be reimbursed for costs associated with a case, the paper reported.

Mark O'Mara, attorney for the 29-year-old Zimmerman, will soon prepare a motion seeking authorization of the payments and will submit that to the judge who presided over the case, the lawyer told the Orlando Sentinel on Monday evening.

O'Mara could not be reached for comment.

Zimmerman could not recoup attorney fees under the law, but he could seek costs related to the trial such as expenditures for expert witnesses and an animated video that defense attorneys showed jurors, the Orlando Sentinel reported. The costs could range between $200,000 and $300,000, the paper said.

Zimmerman, who is white and Hispanic, was found not guilty of murder and manslaughter on July 13 in Florida after a racially charged trial in the shooting of Martin, a 17-year-old African-American, in February 2012. Thousands of people demonstrated across the United States after the verdict.

Zimmerman was a volunteer neighborhood watchman in the central Florida town of Sanford, Florida, at the time of the shooting and said he acted in self-defense.

Rumors Of Apple's New A7 Chip Could Indicate That CPU Innovation Is Flagging

20130821ACCN_003_cs1e1_800xWith every new iPhone, most of the discussion centers around its look and not what comes inside. But, according to reports, Apple has designed a new dual-core A7 system on a chip for the iPhone 5S. If rumors are true, the A7 could supposedly be 31 percent faster, representing a serious slowdown in spec improvement. It could indicate that the smartphone market may have matured and that existing smartphone owners won’t feel the urge to upgrade to a new model anymore. When it comes to smartphone chips, Apple is a lone ranger. It has been designing its own ARM-based chips for a couple of years. It outsources production to Samsung and other manufacturers. But the important part is that only Apple devices use Apple chips. So far, this strategy has proven to be successful. The iPhone 4S was twice as powerful as the iPhone 4, and had nine times the graphics processing capabilities. The iPhone 5 was once again twice as fast as the iPhone 4S, with twice the graphics performance. That’s why this year’s 31 percent performance boost is lackluster, it it turns out to be true. If the new iPhone is indeed called the iPhone 5S, the ‘S’ will probably not stand for ‘speed’. A 31% CPU speed increase sounds like a huge failure to me, specially considering previous generations showed ~100% improvements.— Paul Haddad (@tapbot_paul) August 26, 2013 On paper, Android phones are more powerful. Right now, the Snapdragon 800 and Tegra 4 both come with at least 4 cores and more raw power. But Apple doesn’t want to compete in the spec game. The main advantage is that Apple can optimize the A7 for its own set of APIs, making it feel faster than it actually is. Even though Snapdragons have more GHz, iPhone apps are still fast because Apple takes advantage of its chip architecture like no one else. That’s why the gap isn’t as wide as expected. Moreover, Apple’s custom design strategy improves battery performance. Apple needs to reduce both component costs and R&D costs Yet, why were the A6 and the A5 much faster than their predecessors? Because smartphones were not as fast as Apple wanted them to be. If you want to use Siri or play nice games, you need the iPhone 4S. If you want to use the upcoming AirDrop feature, you need the iPhone 5. Today’s rumors could tell another

LOUISVILLE, Ky. (WHAS11)?-- The Louisville Cardinal football team is counting down the days until kick off during two-a-day practices.

Everyone knows two-a-days are never fun, especially with the temperature rising again over the past few of days.?

No need to worry though, the UofL football team has survived and starting tomorrow, they'll only practice in the afternoons.?

Coach Charlie Strong says that's a great relief to the players.

Then, after practice, the players hooked up with the band where the players were being taught the words to the alma mater.? As you can see in the video, they still have a ways to go.

Researchers discover how inhibitory neurons behave during critical periods of learning

[unable to retrieve full-text content]We've all heard the saying "you can't teach an old dog new tricks." For years, neuroscientists have struggled to understand how the microcircuitry of the brain makes learning easier for the young, and more difficult for the old. New findings show how one component of the brain's circuitry -- inhibitory neurons -- behave during critical periods of learning.

Thousands turn out at march, rally honoring MLK's legacy, organizers say

Fifty decades after Dr. Martin Luther King delivered his "I Have a Dream" speech, Rev. Al Sharpton reflects on Dr. King's legacy at the 50th anniversary of the March on Washington.

By Daniel Arkin and Becky Bratu, NBC News

Tens of thousands of people flooded the Lincoln Memorial and the National Mall on Saturday, the first stop in a week of events commemorating the 50th anniversary of Dr. Martin Luther King, Jr.?s watershed ?I Have A Dream? address and the March on Washington.

A chorus of speakers rallied the massive crowd with prayers for peace and calls for justice that were at once testaments to King?s historical legacy and nods to contemporary issues, from hotly debated policing tactics to voting rights.

The Rev. Al Sharpton, who co-organized Saturday?s march with King?s son, Martin Luther King III, gave a fiery keynote address that carried out his earlier promise to focus the day?s observances on the ?issues that have stood in the way? of fulfilling King?s goals.

Sharpton, who founded and heads the National Action Network and also hosts a program on MSNBC, aimed squarely at the Supreme Court?s decision in June to strike down a key anti-discrimination provision of 1965?s Voting Rights Act, which triggered a wave of restrictive voting laws in several states.

?They are changing laws all over this country,? Sharpton said. ?Congress needs ? to deal with what the Supreme Court has done.?

Tourists walk up the steps of the Lincoln Memorial on Thursday near an engraving of the phrase "I Have A Dream" in the stone where Martin Luther King Jr. stood and gave his historic speech during the March on Washington in 1963.

Sharpton called on activists to march for jobs and economic opportunity, criticizing the federal government for ?bailing out the banks? and corporations while many African-Americans grapple with poverty.

He later turned his attention to gun violence, saying, ?We gotta fight against this recklessness that makes us so insensitive that we shoot each other for no reason.?

Sharpton added: ?Don?t you ever think that Medgar Evers died to give you the right to be a hoodlum or the right to be a thug,? referencing the civil rights leader who was assassinated in June 1963, just hours after President John F. Kennedy appeared on national television rallying for civil rights.

King III, who took the stage overlooking the Lincoln Memorial Reflecting Pool around 12:30pm, paid tribute to his father and the forerunners of the modern civil rights movement, but pivoted sharply to a host of contentious issues, including the debates over Florida?s so-called Stand Your Ground self-defense statute and New York?s so-called Stop and Frisk policing tactic, which some have characterized as racial profiling.

?My father dreamed of a country where his children will not be judged by the color of their skin or the content of their character,? King III said, ?but Trayvon Martin shows that we are still profiled.?

The parents of slain Florida teenager Trayvon Martin later appeared at the podium alongside Sharpton, pleading for tolerance and social reform.

?We have to fight for our children,? said Sybrina Fulton, Martin?s mother.

A parade of speakers took the podium over the course of the morning, including U.S. Attorney General Eric Holder, who recognized the monumental achievements of King?s original movement but acknowledged that many of his objectives have not yet been fulfilled.

?Their march is now our march, and it must go on,? Holder said.

Watch the full speech as Attorney General Eric Holder addressed the crowd at the 50 anniversary of the March on Washington. "We stand on shoulders of untold millions," he said.

?But for them,? Holder added later, referencing King and his allies, ?I would not be attorney general of the United States, and Barack Obama would not be president of the United States.?

He reiterated earlier criticisms of the Supreme Court?s ruling on the Voting Rights Act ? a topic that quickly emerged as one of Saturday?s focal points.

?This morning, we affirm that struggle must and will go on until every eligible American has a chance to exercise his or her right to vote," said Holder, who on Thursday sued Texas over a strict voter ID law.

Newark Mayor Cory Booker, House Minority Whip Steny Hoyer (D-Md.) and House Minority Leader Nancy Pelosi (D-Md.) urged activists to advocate for equality and fairness, placing recent social debates in the context of King?s vision.

?Many of our people still inhabit islands of poverty, are incapable of finding good jobs, have no voice in our democracy, because they are told they have no valid ID,? Hoyer said.

Booker, 44, a Democratic candidate for U.S. Senate, called on young people to carry King's torch.

"Me and my generation cannot now afford to sit back consuming all of our blessings, getting dumb, fat and happy thinking we have achieved our freedoms," Booker said.

House Minority Speaker Nancy Pelosi, D-CA, says Dr. Martin Luther King would want people to celebrate his legacy "by acting upon his agenda, by realizing the dream."

U.S. Rep John Lewis (D-Ga.), one of the pillars of King?s movement and the youngest speaker at the 1963 march, pressed the crowd to ?fight the good fight? for freedom.

He energized spectators with a chant: ?You?ve got to stand up, speak up, speak out, and get in the way! Make some noise!?

President Obama called Lewis, the last surviving speaker from the 1963 march, "a couple days ago," according to a senior administration official, adding that Obama is a "student of history" who thought the congressman would help him understand "the feeling of the moment."

Rhonda Hearns, 50, a physician from Prince George's County, Md., who will attend the march, said matters such as voting rights, equal pay and discrimination show that there are many unresolved issues remaining.?

?I feel very honored to be able to attend this commemoration 50 years later, but it also stirs up a lot of emotion because we still have so far to go," Hearns said.

"It?s still very important for people to show up and march again,? she added. ?Just a peaceful demonstration, like what Dr. Martin Luther King would have wanted."

Washington, D.C., in the summer of 1963, was more than a little nervous about the prospect of a big civil rights march coming to the city. That worry extended from the president on down -- a fear that if it went badly, it could derail the efforts to pass the nation's most important civil rights law.

Civil rights organizations, organized labor, the LGBT community and women's rights groups all are expected to be richly represented in the gathering.

Among the organizations participating in the march Saturday are: National Urban League, American Federation of State, County and Municipal Employees, American Federation of Teachers, Human Rights Campaign, Lawyers' Committee for Civil Rights, National Association for the Advancement of Colored People, National Black Justice Coalition, Southern Christian Leadership Conference and Service Employees International Union.

Unemployment, health care and education are issues that brought Yvette Young to the march. The 52-year-old Virginia resident and vice president at the Urban League of Hampton Roads hopes her daughter, 14, will have a better life than she did.?

"My life hasn't been so bad, but I grew up in the 60s," Young said, adding that she had to witness a lot of discrimination. "I hope for a much better road for her," she added.

The organization is convening the event along with a range of civic, labor and business sponsors, including the National Association for the Advancement of Colored People (NAACP).

Sharpton and King III were joined Saturday by relatives of Emmett Till, a 14-year-old boy who was abducted, beaten and shot in the head in 1955 in Mississippi after he was accused of flirting with a white woman, organizers said in a press release.

Participants in the March on Washington fill the space between the Lincoln Memorial and the Washington Monument on Aug. 28, 1963.

The so-called ?Realize the Dream? march, which will cut a symbolic half-mile path from the Lincoln Memorial to the King Memorial, will also feature remarks from Attorney General Eric Holder, House Minority Leader Nancy Pelosi, D-Calif., and Rep. Steny Hoyer, D-Md., according to the release.

The march and rally will be followed by the ?Let Freedom Ring? commemoration and call to action on Wednesday ? marking exactly 50 years since King drew more than 200,000 to the Lincoln Memorial and delivered his groundbreaking ?I Have A Dream? speech.

King's address is widely credited with spurring the passage of the Civil Rights Act and the Voting Rights Act.

Young said the events of 1963 carried a deep meaning for her.

?I always wished that I could?ve been a part of it," she said. "Tomorrow gives me a chance to be a part of it. It?s 50 years later, but I?ll be there.?

Speakers at the Wednesday observance will include President Barack Obama and former Presidents Bill Clinton and Jimmy Carter, according to the event?s website.

Obama's speech will center on the progress that has been made since the 1963 march as well as his vision for the future, according to a senior administration official.

Kristen Welker and Grace Bello of NBC News, as well as The Associated Press, contributed to this report.

NBC chief education correspondent Rehema Ellis talks to Cincinnati children aged 12 to 16 about the impact of Dr. Martin Luther King's historic "I have a dream" speech. "We can all play together, drink the same water, and go to the same water fountain," says one, while another says he would thank Dr. King "because I appreciate all the things he has done for us."

Jerusalem pushes forth with settlement plans

JERUSALEM (AP) ? The Jerusalem municipality says it is moving forward with the construction of 1,500 apartments in east Jerusalem.

City spokeswoman Brachie Sprung said Sunday that city officials approved plans to lay down infrastructure for the project. She called the move a "standard and bureaucratic process" and said actual construction is still years away.

Still, the move could threaten recently renewed Israeli-Palestinian peace talks. Settlement construction in the West Bank and east Jerusalem are among the thornier issues between the sides.

The building in question pertains to the neighborhood of Ramat Shlomo, a project that has also raised tensions with the U.S. Israel first announced the project in 2010 during a visit to Israel by Vice President Joe Biden, causing a diplomatic rift with Washington that took months to mend.

Edward Snowden Covered Electronic Tracks, Government Officials Suspect

WASHINGTON -- The U.S. government's efforts to determine which highly classified materials leaker Edward Snowden took from the National Security Agency have been frustrated by Snowden's sophisticated efforts to cover his digital trail by deleting or bypassing electronic logs, government officials told The Associated Press. Such logs would have showed what information Snowden viewed or downloaded.

The government's forensic investigation is wrestling with Snowden's apparent ability to defeat safeguards established to monitor and deter people looking at information without proper permission, said the officials, who spoke on condition of anonymity because they weren't authorized to discuss the sensitive developments publicly.

The disclosure undermines the Obama administration's assurances to Congress and the public that the NSA surveillance programs can't be abused because its spying systems are so aggressively monitored and audited for oversight purposes: If Snowden could defeat the NSA's own tripwires and internal burglar alarms, how many other employees or contractors could do the same?

In July, nearly two months after Snowden's earliest disclosures, NSA Director Keith Alexander declined to say whether he had a good idea of what Snowden had downloaded or how many NSA files Snowden had taken with him, noting an ongoing criminal investigation.

NSA spokeswoman Vanee Vines told the AP that Alexander "had a sense of what documents and information had been taken," but "he did not say the comprehensive investigation had been completed." Vines would not say whether Snowden had found a way to view and download the documents he took without the NSA knowing.

In defending the NSA surveillance programs that Snowden revealed, Deputy Attorney General James Cole told Congress last month that the administration effectively monitors the activities of employees using them.

"This program goes under careful audit," Cole said. "Everything that is done under it is documented and reviewed before the decision is made and reviewed again after these decisions are made to make sure that nobody has done the things that you're concerned about happening."

The disclosure of Snowden's hacking prowess inside the NSA also could dramatically increase the perceived value of his knowledge to foreign governments, which would presumably be eager to learn any counter-detection techniques that could be exploited against U.S. government networks.

It also helps explain the recent seizure in Britain of digital files belonging to David Miranda ? the partner of Guardian journalist Glenn Greenwald ? in an effort to help quantify Snowden's leak of classified material to the Guardian newspaper. Authorities there stopped Miranda last weekend as he changed planes at Heathrow Airport while returning home to Brazil from Germany, where Miranda had met with Laura Poitras, a U.S. filmmaker who has worked with Greenwald on the NSA story.

Snowden, a former U.S. intelligence contractor, was employed by Booz Allen Hamilton in Hawaii before leaking classified documents to the Guardian and The Washington Post. As a system administrator, Snowden had the ability to move around data and had access to thumb drives that would have allowed him to transfer information to computers outside the NSA's secure system, Alexander has said.

In his job, Snowden purloined many files, including ones that detailed the U.S. government's programs to collect the metadata of phone calls of U.S. citizens and copy Internet traffic as it enters and leaves the U.S., then routes it to the NSA for analysis.

Officials have said Snowden had access to many documents but didn't know necessarily how the programs functioned. He dipped into compartmentalized files as systems administrator and took what he wanted. He managed to do so for months without getting caught. In May, he flew to Hong Kong and eventually made his way to Russia, where that government has granted him asylum.

NBC News reported Thursday that the NSA was "overwhelmed" in trying to figure what Snowden had stolen and didn't know everything he had downloaded.

Insider threats have troubled the administration and Congress, particularly in the wake of Bradley Manning, a young soldier who decided to leak hundreds of thousands of sensitive documents in late 2009 and early 2010.

Congress had wanted to address the insider threat problem in the 2010 Intelligence Authorization Act, but the White House asked for the language to be removed because of concerns about successfully meeting a deadline. In the 2013 version, Congress included language urging the creation of an automated, insider-threat detection program.
